Board Meeting

July 1, 2008

 

CALL TO ORDER:  By Steve Petroni, President at 6:30 pm, July 1, 2008

 

MEMBERS PRESENT:  Steve Petroni, Jeff Taylor, Ralph Christiansen, Jeanne Guscott, Barb Hill, John Hernandez, Pam Tully, Connie Miller, Wendy Banka, Geri Guinn, Jake Jacobson, and Joe Cagianut.

 

ALTERNATE(S) PRESENT:  Larry Eldridge, Jerry Senn, John Harkness and Joanne Jacobson

Ray King, Diamond Lake Water and Sewer District:

 

Ray has been with the District for 10 years.  The District is a Junior Taxing District with a budget of $348,000.00.  The have a bond reserve of $126,000.00 to $131,000.00 and they are very conservative.  They have maintained a very modern system.  The public is using too much water, the more water that is used the more it cost.  The ground water in the area is high in bacteria and irons.  The last rate increase occurred 10 years ago.  The waste lagoons were installed in 1985 and they are still in very good shape.

Water:

Water system is up to-date.  If there is a break in the water line it can run for months before it is discovered.  The District is going to a radio reading meters which will cost from $240,000.00 to $270,000.00 to install.  This will be prorated of a five year period.  The water system has a limit of approximately 600 homes.  There are a limited number of hookups for the system.  Those that are already identified are okay but there will not be any new homes added to the system.  An upgrade of the system will cost between $2.5 and $3 Million dollars.

The District is required to pay taxes, which is a sizeable amount.  The State of Washington is requiring Backwater Devices (double check values) to be installed.  This will be enforced and it will require a qualified person on staff to check these.

Sewer:

The sewer system is in excellent condition.  Leaks in the sewer system will show up pretty fast.  The system is tight and operates under pressure.  The testing of the system is expensive, costing from $5,000.00 to $6,000.00.  The District is working hard to protect the integrity of the system.  Replacement costs are expensive

 

MINUTES OF LAST MEETING:  The minutes from the June 3, 2008 meeting were approved with minor changes by Board members.  Motion passed.

Received two emails inquiring about rental property.

BSA is looking for more donations, this will be presented at the annual meeting in August.

The BSA has a scheduling problem on the day of our annual meeting.  There is a large Jamboree scheduled for that day so they are requesting that we complete our meeting by 11:45.

COMMITTEE REPORTS:

Newsletter:  (Barb Hill)

Newsletter just came out and the August newsletter will be going out the first of August.

The newsletter committee is in need of news articles.

Social event, the third annual golf social, is scheduled for August 2nd with a tee time of 10:00 am.  It will cost $25.00 for 9 holes.

The newsletter committee was commended for the outstanding newsletter that they have been putting together this year.

 

Milfoil and Barge:  (John Hernandez and Bob Dickerson)

The Board discussed the use of In-Kind forms listing names and hours of volunteers that need to be filled out to offset In-Kind costs.

Still need to purchase a boat motor for the milfoil barge.

Modifications to the barge have not been completed yet.

Tom Wimpy has been working on the milfoil survey of the lake and was 2/3 done in June.

DLIA does have the JARPA permit in had which is good through 2010.

 

Fireworks:  (Jeff Taylor)

Everything is moving along smoothly and they have plenty of help in setting up the show.  There was a news article in the Miner to advertise the firework display on Diamond Lake.  The advertisement cost $103.00.

 

Fish Pen:  No report

Social/Clean up day:

Need to pick a date that does not conflict with other activities in the surrounding area.

Donuts were donated for the clean up crews.  There were 50 to 60 people in attendance and the pickup 10 truck loads of trash.  There was also one truck load of trash picked up from the lake.

The BBQ was very successful with 100 to 150 people attending.

 

“T” Shirt Sales:

A lot of “T” shirts were sold at the BBQ.

There are still a lot of shirts available.

 

Membership:

There are 186 households that have paid membership dues.

Donations that have been received with the membership dues are:

            $2,126.00 for fireworks

            $1,600.00 for milfoil control

            $632.00 to support the fish pen

Overall there has been $8,885.00 collected for all donations and dues.

           

UNFINISHED BUSINESS:

 

There was discussion on the jell fire retardant.  This material has a storage life of about 3 years.  It does a very good job of protecting homes from fire.  A home package can cover about 3,000 square feet and 4 gallons will cost about #300.00.  This material can be washed off the house with water.

A news article will be placed in the next newsletter.

 

Beaver Study; they were on the water but they were not able to get where they wanted to go to do the beaver count.  We need to complete the beaver survey which will cost $100.00.

 

Water quality monitoring status; we do have the test results on one set of testing and we are still waiting on those from SCC.

 

Boater Education Class; this went very well and there was great attendance.  Geri will setup another class for this weekend on Saturday morning.

 

Watershed Pledge Pamphlet;  the person who worked on the pamphlet for Liberty Lake is willing to come to a DLIA meeting to discuss this project.  John will try to get this person to the August 5th meeting.  Annual Meeting; This is scheduled for August 9th starting at 9:00 am in Carbon Lodge.  We will develop the agenda at the August 5th meeting.  Steve would also like to credit all committee members during the meeting.  Elections for vacant Board members will be conducted at this time.  Need budget summary and treasures report? 

 

OLD BUSINESS:

None

 

NEW BUSINESS:

DLIA replaced the sign on the boat ramp.  There was some discussion that the speed limit on the sign was incorrect.  The sign was copied off the old sign but the ordinances have changed.  It appears that litter is getting worse in this area.

On June 30th the fire danger has moved to HIGH and all burning is banned.  High fire danger signs have been placed around the Lake.  The fire department is not an enforcement agency.  Anyone can call the hot line at 1-800-323-BURN.  The fire which burned down a house on Terrace Ave. showed that the fire department needs a portable fire pump that can use lake water to fight fires.  There were not enough fire fighters available to ensure safety at this fire.
