Board Meeting
March 11, 2008
CALL TO ORDER: By Steve Petroni, President at 6:31 pm, March 11, 2008
MEMBERS PRESENT: Steve Petroni, Jeff Taylor, Ralph Christiansen, Jeanne Guscott, Barb Hill, Pam Tully, Wendy Banka, Geri Guinn, and Jake Jacobson.

MINUTES OF LAST MEETING: The minutes from the February 12, 2008 were approved with minor changes by Board members.

The treasurer report for March 11, 2008 was approved.

A motion was made to transfer $5,000.00 from savings to checking by Wendy Banka and seconded by Jeff Taylor. The motion was approved by the Board.
Charles Schaefer, Boat Safety Class:
Charles presented information to the Board on the Boat Safety Class that he gives. Mr. Schaefer is a certified boating instructor in the State of Idaho. He is not associated with the Coast Guard Auxiliary. Pamphlets were handed out describing the Boating Rules and Regulations. The course is 5 to 6 hours in length and can range from $6.00 to $88.00 per person. The class that Charles puts on cost $6.00 per student and $10.00 for the State Booklet, for a total cost of $16.00 per student. The State Booklet is a fixed cost from the State of Washington. There is an open book test at the end of the course which will take about one hour.
In 2008 all 12 to 20 year olds are required to have a boat license.
Oregon, Canada and Washington have reciprocal agreements on boat license. In fact you have to have a boat license in Oregon and Canada not matter what your age is.
Charles is available to put on any number of classes that we think we would need in this area. The new boating rules and regulations will be enforced.
Information was provided to the Board that there is a movement afoot to change the Boating Ordinances in Pend Oreille County. There is a need for DLIA to be involved in the development of these ordinances.
Tom Wimpy, Discussion on Milfoil and water testing:
Last summer Tom Metzger surveyed parts of the lake and found mega colonies of milfoil that will need to be addressed this year. Tom recommended the Board look into purchasing an underwater scooter to use patrolling the lake bottom for outbreaks of milfoil. This will allow a person to cover more of the lake in a timely manner. Skidoo makes these at a cost of approximately $600.00. An extra battery would be required for this survey work.

Along Tully’s – A lot, deep
Tom stated that to do the survey properly we need to use a GPS unit to pinpoint the areas that need to be treated. Tom can do chemical treatments in isolated areas of the lake. One weekend would not be enough, will probably need 5-6 weekends and even that may not be enough.
It is absolutely critical that we get a handle on the locations of milfoil concentrations in the lake.
Tom estimated that it would cost between $1,500.00 and $2,000.00 for a complete survey of the lake. This survey would be completed on a grid method with a rake.
Tom Metzger indicated that he would be willing to work with Tom on the milfoil problem and with the herbicide treatments.
The best time for the milfoil survey will be in June and July.
Tom was asked about the cost of the herbicide treatment and he stated that it would depend on the following:
In order to do the chemical treatment we will need a County permit.
A motion was to have Tom Wimpy submit a proposal for the milfoil survey.
Barb Hill made the motion and it was seconded by Jeff Taylor.
The motion was approved by the Board.
Tom indicated that he will have the proposal by the April 1st meeting.
John Hernandez will check with Sharon Sorbie with the County on the milfoil funds that are left in the grant.
Water Quality:
The water quality has really never been tested in Diamond Lake.
The DOE completed some measurements in 1994; these were done in the middle of the lake.
There are a lot of things that can be done depending upon the costs, such as, Secchi Measurements, chlorophyll A, Nitrogen, phosphorus and water turbidly.
General measurements are easy to do and can be done by volunteers, 3 to 10 meters for these readings.
It is estimated that it will cost $100.00 to $150.00 per test, depending on the test. Selkirk High School does have a certified lab for water quality testing.
It may be possible to work with the PO County Conservation District for a grant to buy the testing equipment to run the water quality tests.
Another source may be the Spokane Community College, where the students complete the tests; the contact person is Erin Cullingham.

Newsletter: (Barb Hill)
The first newsletter is ready to go out, it was due to go out last week but there was a request to delay it for a week. It will go out April 1st. This will include the calendar of events and information of ages that will be required to have boat licenses.
Milfoil and Barge: (John Hernandez and Bob Dickerson)

Discussion was tabled until April. Jeff Taylor will contact Bob Quaintance about the timing of the fist release this year.
UNFINISHED BUSINESS:
Pam reported for Jerry Senn that the Diamond Lake Sewer and Water removed the measuring apparatus when they quite measuring water levels. Soule Engineering in Newport indicated that they could install a bench mark for the measuring of the water levels. They said it would cost from $600.00 to $800.00 to install a bench mark. They also indicated they could do the measuring for $400.00 per year. This will be followed up with Jerry at the April 1st meeting.
From the data that Steve received on water levels he was not able to reconstruct useable measurements.
Shoreline meeting is scheduled for March 20, 2008, location to be announced.
“T” Shirt sales:
Geri Guinn reported that Country Lane can do about anything. The discussion centered on buying approximately 144 shirts of various sizes and one color. The “T” shirts will cost $5.00 each and sweat shirts will cost about $10.00 each. Geri will follow-up with more information at the April 1st meeting.
If possible we would like to invite Jim Marthaller to discuss the Planning Committee and the Shoreline plan with the Board at the April 1st meeting. Tom Metzger indicated that he would talk to Jim to see if he would be available for the April meeting.
It was also discussed to invite some one from the Sheriff Department to discuss law enforcement on the lake.
The development of the Watershed pamphlets was tabled until the May meeting.
Wendy led the discussion on the street lights that DLIA is paying for. There was some confusion on how many lights we are paying for. The installation of a light on South Shore and Highway 2, north, was discussed and the taking over the cost of the light on South Shore and Highway 2, south were discussed at length. Wendy will bring in a map of the location of the current lights that DLIA is paying for to the April meeting.
Wendy made a motion to take over the payments for the street light on South Shore and Highway 2 on the south end. This motion was seconded by Jake. This motion was approved by the Board.
Jake made a motion to have a 400 watt light installed on South Shore and Highway 2 on the North end with DLIA paying for the street light. This motion was seconded by Barb. This motion was approved by the Board.

OLD BUSINESS:
None.
NEW BUSINESS:
The rules and regulations for cabin owners were passed out for review. This is something that could be posted in cabins and houses for everyone to read. An example of the 1995 version was reviewed by the Board.
Jeff had the signs for milfoil control that will be posted at WDFWs parking lot on top and at the Boat Launch on the Lake.
There still has not been a date set for the Annual meeting, mainly because BSA office has not returned Steve’s calls trying to set up this date.
New officers terms will run from August 1st to July 31st each year.
