Board Meeting

September 11, 2006

 

 

CALL TO ORDER:  By Tom Wimpy, President at 6:30 pm, 9/11/06

 

MEMBERS PRESENT:  Tom Wimpy, Ralph Christiansen, Jeanne Guscott, Barb Hill, Britta Hulbert, Dawn Taylor, Steve Petroni, Pam Tully, Bob Dickerson.

MINUTES OF LAST MEETING:  The minutes from the July 10, 2006 and August 14, 2006 minutes were approved by Board members.

The treasurer report was approved.

CORRESPONDENCE:

 

Liability Insurance for using Fire District 3 facilities is needed.  Fire District 3 granted a waiver to DLIA for NOT holding the Fire District for any accidents that may occur during DLIA use of the facilities.

 

Handout to Board members from Tom Broughton who is looking for genealogy on a person that worked in Rainbow Lodge.

 

Tom Wimpy received an email from Cathy Paupst from West Bay questioning why they were not checking for milfoil in West Bay.  Tom had sent a reply but it had not been received by Cathy.  Tom responded in writing to the question raised by Cathy.  Essentially since the West Bay is being dredged it was determined that they did not need to look for milfoil in West Bay this year. West Bay will be reviewed for milfoil next summer.

 

 

 

 

COMMITTEE REPORTS:

 

Website:

Barb Hill reported the following:

  1. Link to the Fire District #3 on the website
  2. Please send any pictures to the webmaster so they can be used
  3. Lost and Found – Can be put on the website, information will need to be maintained and current.
  4. There will NOT be any advertisements allowed on the website.

 

Newsletter:

  1. Barb, Britta and Tom met with Fred at the Miner
  2. There will not be a fall newsletter because of the advertising
  3. There will be five newsletters in 2007 – spread out
  4. Use lighter weight paper to help with the folding of the newsletter for mailing.
    1. Develop a folder that will easily fold the newsletter
  5. Map of lake will be an insert in Black and White
    1. Color map of the lake could be available and ordered at cost
  6. There will be up to 6 half pages available for the DLIA
  7. Articles from the Miner will be used as fillers if needed
  8. Possible to reduce the amount of space for the Board Members names
  9. Add a calendar of events – due dates
  10. Discussed deadlines, the Committee will be meeting in December to make these decisions.
  11. Autobiographies with pictures will be needed from 3 Board Members and the 3 Alternates by the first of March.
  12. Add a survey in the first newsletter asking how the readers feel about the issues and the annual meeting.
    1. The survey will be something that can be cut out the newsletter and mailed back.
  13. Possibility of covering social events, local gossip, this will need a roving reporter.
  14. A dredging report will be included in the March newsletter.

 

Milfoil and Barge:

Report by Bob Dickerson

  1. Dave Lamb has the names of the divers that are available in the area.
  2. Elu Beach, Beach Club and Boat launch are areas where milfoil was located.
  3. In order to take the barge out they will need to find divers to help
  4. Three divers will need to be present in order to operate the barge.

 

“T” shirt sales report by Barb Hill:

 

  1. At the golf social there was one shirt sold and 4 were given away as gifts at the social.
  2. The board decided to sell the remaining “T” shirts and sweat shirts at half price.
  3. DLIA will not be selling shirts in 2007.

 

 

 

Fireworks:

 

Jeff Taylor will provide the leadership for the fireworks display for 2007.

Steve Petroni indicated that he would follow-up with Jeff on the fireworks on setting up the show for 2007.

Looking at a spending approximately $5,000.00 for the 4th of July show.

UNFINISHED BUSINESS:

 

Bob Dickerson passed around a map of the lake for board members to determine if there are any changes that need to be made to it.

  1. Use common names for the bays on the lake
  2. Include road names where possible
  3. Department of Ecology has the depths of the lake that can be included

This should be completed by the first of March so it can be included in the first newsletter.

 

OLD BUSINESS:

 

The non-profit status application for Diamond Lake Improvement Association has been completed and should be on file.  Tom will review the files to find this.

 

Sandy Christiansen provided a report on the progress of the dredging efforts going on in the West Bay.

  1. Progress is being made with the dredging
  2. It has been a lot of hard work by the West Bay homeowners association.
  3. There is approximately another two weeks of dredging left.

 

At this time there is not much action taking place with the beaver problems.  The Pend Oreille Conservation District is currently providing the leadership to address this problem.

 

NEW BUSINESS:

 

Tom Wimpy discussed the formation of the West Branch of the Little Spokane Watershed Committee.  This is an important committee that should be of very high interest to homeowners on Diamond Lake.  Tom is currently on the Steering Committee.

  1. This involves WRIA 55 and WRIA 57 watersheds and includes most of the lakes in this area.  Diamond Lake is in WRIA 55.
  2. They cover the Little Spokane River and part of the Spokane River drainages.
  3. Meetings will be held on 9/26 in Newport and on 9/28 in Riverside
  4. This is probably the best place to address the beaver problems in the area.
  5. The different watersheds need to be talking to each other as well as the homeowners on the lakes in the area.

 

There was some discussion on milfoil weevils as a possible control of milfoil.

  1. These have been used in the Central Basin lakes to some success.
  2. These bugs are costly at approximately $1.50 per bug
  3. Fish, especially pumpkin seeds dine on these bugs so they would probably not be too successful in Diamond Lake.

 

 

Larry Eldridge led the discussion on burning and campfires on the beaches.  The fire department spent 2 to 3 hours having people put these fires out.  At this time the fire danger is at the highest level it has been in years.

  1. Need to talk to homeowners and users that fires are not allowed at this time
  2. Burning barrels are illegal in the State of Washington; there is a $1,000.00 fine that can be assessed.
  3. The fire department is looking at spending $2,000.00 on education material to inform people of the fire dangers we are facing now.

 

Barb Hill led the discussion on the Annual meeting and trying to improve attendance to this meeting.  Some of the discussion involved:

  1. Changing the Annual Meeting from August to June.
  2. Find a better location that may attract additional people to the meeting
  3. Possibility of having two meetings during the year
    1. A meeting in June that is more of a social meeting
    2. A meeting in August for the election of Board members and to cover board business.

 

The Treasurer will remove Debbie Harkness from the DLIA checks and add Tom Wimpy, to the checking account so he can sign checks for the Association.

 

Steve Petroni asked about the tax assessment that will take place in 2008.  The tax assessment was last done in 2004.

  1. Is there anything that DLIA can do to address this new tax assessment?
  2. There will be further discussion on this subject at a later date.
